The study will assess the feasibility of developing additional anchorages on the Lower Columbia River. The need for additional anchorages is due to the increased size of vessels calling on Columbia River ports now that the shipping channel has been deepened to 43 feet. It is also anticipated that the numbers of vessels calling on Columbia River ports will increase as private sector development continues at these ports.

Action Item E-1: Approval of Purchased Material Contract for Rock Products
Commissioners will be asked to authorize the executive director to execute a contract with CEMEX for a not to exceed amount of $2,443,635.00 including Washington State sales tax. The purpose of the contract is to provide rock products, including crushed aggregate, ballast and sub-ballast, for a variety of uses and projects throughout the year, from additional lay-down area at Terminal 5, to rail maintenance and construction activities.
Action Item E-2: Approval of Intergovernmental Agreement for Feasibility Cost Sharing of Lower Columbia River Navigation Improvements
Commissioners will be asked to authorize the executive director to enter into an intergovernmental agreement with the Department of the Army, the Port of Portland, Port of Longview and Port of Kalama for a feasibility study being performed by the U.S. Army Corp of Engineers. The study will assess the feasibility of developing certain navigation improvements, specifically anchorage infrastructure improvements, on the Lower Columbia River. The Corps will pay a portion of the study costs and as the non-federal sponsors (NFS) of the Lower Columbia River Navigation Improvements project, each port will be responsible for a 25 percent share of the NFS portion of the costs. Current projected cost for each NFS share is $40,000.
Action Item E-3: Approval of Intergovernmental Agreement for Non-Federal Sponsors Cost Sharing of Lower Columbia River Navigation Improvements
Commissioners will be asked to authorize the executive director to enter into an intergovernmental agreement with Port of Portland, Port of Longview and Port of Kalama for cost sharing related to the Lower Columbia River Navigation Improvements project. This intergovernmental agreement relates directly to the intergovernmental agreement noted above (Action Item E-2) and establishes duties and responsibilities of the parties with regards to coordination of cost sharing and administration of the contract.
