Since 15 November 2010, a new procedure is applicable to all vessels arriving in Kuwait. According to advice from Minatank, the agency branch of Kuwait Oil Tanker Company (KOTC), the new procedure is as follows:
1) Prior to arrival in Kuwaiti waters, the vessel must send a copy of the completed form (except Item 4c) to Minatank.
2) If the vessel is unable to carry out the ballast water management on board, explanation is to be inserted in the appropriate item on the form.
3) For non-complying vessels or for unauthorized discharge of ballast water, harbour master will immediately inform Minatank and government
surveyor who will initiate appropriate proceedings.
4) Upon completion of deballasting, master to complete item 4c and hand over the signed & stamped form to pilot before sailing.
