The Coastal Commission is scheduled to hear the Port’s presentation on the NEVP Phase 1 Coastal Access Features Project on April 13, 2011. The meeting begins at 9 a.m. at the Santa Barbara County Administration Building, 105 E. Anapamu Street, Santa Barbara, CA. NEVP Phase 1 Project agenda (PDF) On January 11, 2011, the Board of Port Commissioners approved issuance of an appealable Coastal Development Permit for the NEVP Phase 1 Project.
The project is divided into three distinct sub-phases. Phase 1A includes roadway improvements to West Broadway. Phase 1B includes realignment of a portion of North Harbor Drive to the east, and development of a 105-foot wide esplanade, biological storm water treatment system, and public restrooms along North Harbor Drive, between Navy Pier and the B Street Cruise Ship Terminal. Phase 1D includes a new setback park on Lane Field, located at West Broadway along North Harbor Drive.
Over the past year, Port staff has been working closely with members of Lane Field Developers, Unite HERE, and the Navy Broadway Complex Coalition to include additional park areas. Port staff has also been working with local Coastal Commission staff to ensure that their concerns were addressed and that requested revisions to the project were incorporated. Additionally, the Port and CCDC have held several public outreach meetings to give the community opportunities to provide input.
Several letters of support for the project have been sent to the Coastal Commission. The San Diego Maritime Museum, the Downtown Residents Group, the Downtown San Diego Partnership, the San Diego Port Tenants Association and the San Diego Convention Center Corporation are a few of the many local agencies and organizations that are backing the project. Several of these groups plan to attend the Santa Barbara meeting to express support. The meeting will be streamed live on the Coastal Commission website, www.coastal.ca.gov.
