City of Newark soliciting expressions of interest and ideas for Port Newark

The RFEII is available on-line at www.ci.newark.nj.us/portauthority?. Addenda to the RFEII, if any, will be posted on this website.

Respondents must submit one original and 15 duplicate responses to the RFEII in a sealed envelope to Baye Adofo-Wilson, Deputy Mayor/Director of Department of Economic and Housing Development, Room 218, Newark City Hall, 920 Broad Street, Newark, New Jersey 07102 on or before 4:00 p.m. EST on February 16, 2016. Submissions must be received by the above date and time. Submissions will be accepted in person, by hand delivery, by overnight courier, or by United States mail. No submissions will be accepted by oral communication, telephone, electronic mail, telegraphic transmission, or facsimile transmission.

Sealed responses to the RFEII should be marked with Respondent’s name and address on the outside, and with the words “Expressions of Interest and Information – Port Newark Property.” All submissions will be dated and time-recorded by the City. The City shall not be responsible for the loss, delay or non-delivery of any response to the RFEII sent or delivered by mail or otherwise.

The RFEII is not a request for qualifications (RFQ), a request for proposals (RFP), nor an offer, invitation or advertisement for bids. Responses to this RFII will not lead directly to a contractual relationship between any Respondent and the City. The City reserves the right to use, adopt or incorporate any recommendations presented in response to the RFII in the development of a strategy to achieve the City’s stated objectives – to maximize the revenue capable of being derived from the Port Newark Property. The City, in its sole discretion, shall subsequently determine whether to sell the Property, procure a management contract or undertake any other transaction to achieve its objectives, all in accordance with applicable law.

PMAESA Conference cancelled

The Conference cancellation followed a move by the newly elected Tanzania President John Magufuli’s to relieve several Tanzania Ports Authority (TPA) top managers including the Director General of their duties and to dissolve the Authority’s entire board of directors. The conference was to be hosted by TPA in conjunction with PMAESA.

The Secretariat is now focusing on the 2016 Conference to be held in Khartoum Sudan in the month of November.

The theme for the November conference and speakers remains the same. The conference theme was “Port Strategies for Harnessing the African Blue Economy & Investment Options.” The sub themes included ‘the outlook of the blue economy’; investment opportunities and infrastructure; and ‘coastal tourism, ship repairs and cabbotage, state of fisheries and aqua culture.’

In the meantime, the PMAESA Council, Board and Technical Committee meetings which are normally held together with the conference will be rescheduled to a different venue and date to be announced in due cause.

The Board meeting for the Cruise Indian Ocean Association – a body entrusted with marketing regional ports as a cruise destination, will be held alongside the PMAESA Council meeting.

For the last eight years PMAESA has been running an international conference alongside its Council meetings with a view of availing its members, maritime experts and stakeholders in the related with an information sharing platform.

This will be the first time for the annual PMAESA conference to fail to take place since its inception in 2007 in Seychelles.

This was followed by a conference in Djibouti which was also combined with the 6th Pan African Ports Cooperation (PAPC) Conference in 2008, Durban, South Africa (2009); Arusha, Tanzania played host to a combination the 8th PAPC in 2010, followed by Swakopmund, Namibia in 2011 and Cape Town in 2012.

The colorful conference marking PMAESA’s 40th anniversary was held in 2013 in Durban, South Africa followed by the 10th PAPC conference in Mombasa, Kenya.

The Port of Montreal collaborates on a study to assist the trucking industry

The study, entitled Study of Innovative Technologies for Communicating Real-time Information to Port Drayage Drivers, released on January 12, 2016, was produced by the Asia Pacific Gateway (APG) Skills Table and conducted with the Montreal Port Authority. True to its commitment to continuously increase the efficiency of its operations, the Port of Montreal is determined to take steps to improve truck access to port terminals.

The study inventoried various technological platforms
that allow information on port operating and traffic conditions to be relayed in real time to truckers by examining the cases of 10 international ports. The  ports considered vary in scale and complexity, and were mainly North American and European.

These platforms range from simple email and SMS or Twitter-based text systems to more complex systems of mobile applications and changeable roadside message signs.

The study found ways to use new information technology to better inform truckers of traffic conditions and, as a result, better plan their route to the Port of Montreal.

Head of CINS liner shipping safety initiative to speak at ICHCA Conference

The Conference will have the theme “Bigger Ships, Greater Challenges” and will focus on improving safety, security and efficiency along the container and cargo handling chain in the era of bigger ships.

CINS is a shipping line initiative that was launched in September 2011 to share information on all cargo related incidents. It aims to increase safety in the supply chain, reduce the number of cargo incidents on ships and highlight the risks caused by certain cargoes or packing failures. CINS compiles and presents data on issues such as what types of cargo incident occur most frequently, the kinds of substance involved, the location and the most common causes. Membership is open to shipping lines and nominated advisory organisations. CINS now has 16 shipping line members, representing 65 percent of the world’s containership capacity.

Ernst-Frederiksen, who also sits on the Board of Directors for the Container Owners Association, one of ICHCA’s licensed corporate members, will share key findings from CINS on the causes of cargo incidents and discuss how the shipping industry can work with other cargo industry stakeholders to improve supply chain safety. He took over as Chairman of the
Board of CINS in November 2013. He has an MBA in shipping and logistics from Copenhagen Business School and has been with Maersk Line since 2000 in various positions that all have involved safety in the supply chain.

“We are delighted to have CINS involved in ICHCA International 2016,” said ICHCA Secretariat CEO Rachael White. “CINS is an important initiative from the liner shipping sector that is playing a crucial role in quantifying and analysing the causes of cargo incidents. Providing a common platform for incident reporting and analysis is a key part of understanding, responding to and reducing safety risks in the industry.”

“I’m very excited to be given the opportunity to present the Cargo Incident Notification System to the ICHCA forum,” said Mr Ernst- Frederiksen. “I hope that we will be able to convey the importance of what we are trying to achieve and delighted that we will also be able to reach companies that are directly involved with packaging, stuffing, lashing and bracing, as well as container carriers and other supply chain members with whom we may not have had contact before.”

Bringing together a cross-section of industry and institutional stakeholders, the ICHCA International 2016 Conference includes two days of sessions and a site visit to the Port of Barcelona, one of the Mediterranean’s largest and most diverse cargo handling and logistics hubs.

The confirmation of Ernst-Frederiksen as speaker follows the announcements that Kitack Lim, incoming Secretary-General of the International Maritime Organization (IMO), will give the opening keynote address and Kevin Furniss, VP Health, Safety, Environment & Sustainability for APM Terminals, will speak on “Safety, Security and Efficiency in the Era of Scale”.
